Does God cause evil?

Judges 9 verse 23

Then God sent an evil spirit between Abimelech and the men of Shechem; and the men of Shechem dealt treacherously with Abimelech:

All good and evil are created by God
Satan was created by God.
God may use evil as a weapon to judge the wicked.
God allows evil to happen to the wicked as a punishment for disobedience.
As long as you walk with God, He will build an hedge around you to ensure no evil comes near you
